UPRN Cookie

We are serving personalised content and to do so we ask for the user's address to generate their uprn.
Just wondering if it's good etiquette to save what is personal information as a user cookie, so the user doesn't have to enter their address on every website visit. We have the usual cookie notice in place, but concerned about whether users may perceive that this cookie breaches their privacy. One has to be extra careful in the public sector. Should we be worried?
